Remove the leaves, if any. Cut off the thick end of the stalk, leaving about an inch attached to the florets.
Slice halfway through stalk, then break apart head with your hands. This ensures that the florets stay whole.
Using a sturdy vegetable peeler (or sharp paring knife), peel away the tough outer layer of skin from the stalks. Split the halves to make quarters.
In a large pot fitted with a steamer basket, bring 1 inch of water to a boil. Add broccoli quarters in a single layer. Cover; steam until tender, about 5 minutes.
