Snip off excess wrapping on lollipop for an evenly rounded surface, if desired.
Stack a few filters and layer over the lollipop, twisting and cinching papers at the neck of the round candy. Open pleated edges as desired.
Tie the loose paper with a length of thin ribbon at the neck. Using a permanent marker, draw facial features onto ghost figure.
