Punch out a few pennants in different colors with the pennant garland punch.
Attach the pennants together to make a small garland.
Using the gold glitter glue pen, write a message on the garland.
Tape each end to a wood skewer and insert into your cake.
Optional: To make fringed paper, use scissors to fringe the bottom 2/3 of 3" metallic gold tissue strips; affix with tape to the cake stand or behind the cake topper garland.
