You will need to adjust the length of the chin strap used to secure the hat, as well as the length of the ruffled collar, depending on the size of your pet. We used pale-blue tulle, but other colors will work well, too.

Part 1

Step 1

Make the hat using Clown Hat Template. Roll into a cone and secure with hot glue.

Step 2

To make the hat's ruffle, cut about 2 yards from tulle, then cut that in half lengthwise. Stack pieces, fold in half lengthwise, then sew at folded seam with an in-and-out stitch, cinching as you sew to form a ruffle. Work until the ruffled trim is the circumference of the hat, then tie off.

Step 3

Hot glue ruffle onto paper cone, then hot glue each end of a piece of white elastic to the inside of the hat for a chin strap.

Hot glue poms poms to the front of the hat.

For the neck ruffle, cut two lengths of tulle, each 3 yards. Stack pieces, fold in half lengthwise, then sew at the folded seam with an in-and-out stitch, cinching as you sew to form a ruffle. Work until the ruffled trim is the circumference of your pet's neck, then tie off.

Step 6

Sew a 5-inch length of red ribbon to each end, and use this to secure around neck.
