Score both red and white paper every 1/2 inch, lengthwise.
After scoring, trim red paper so that you have two 6-x-12-inch strips. Trim white paper to make four 3-x-12-inch strips.
Accordion fold both the red and white strips of paper along the scores.
Using the Star Layering Punch, punch stars out of the white paper.
Line two red strips side-by-side and tape the ends together. Do the same with two white strips. Tape the white strip in the center of the red strip, then gather folds together at the top to form a half rosette.
Use a dollop of glue to adhere the folds together in the center.
Quickly place a punched star over the dollop before it dries. Adhere more stars as desired.
