Choose fabric with a loose weave, such as burlap or this linen mesh. It should run the length of the table, minus 2 inches on the two short sides, and have a 6-inch overhang on both long sides. You'll also need a disappearing-ink fabric pen. Spot clean the finished runner as needed.
Using the disappearing-ink pen, mark the following intervals on edge of fabric, starting at bottom corner of one long side and working up: 3/4 inch, 2 inches, 2 1/4 inches, 2 3/4 inches, 3 3/4 inches, 4 1/4 inches, 4 1/2 inches.
Step 2
Create fringe along bottom, up to 3/4-inch mark, by carefully pulling out horizontal threads.
Step 3
At 2-inch mark, pull out more threads, up to 2 1/4-inch mark. Continue to pull threads at intervals, leaving intact panels in between, above.
Step 4
Repeat steps 1 through 3 on opposite long side.
Step 5
Starting at bottom corner of one short side, measure 3/4 inch from bottom; mark with pen. Create fringe as in step 2.
