To make tiers, lay vellum on mat, and use knife and ruler to cut strips 2 inches tall and 1 inch longer than shade's perimeter. To gauge the number of strips needed, subtract 2 inches from height of shade, divide by 1.5, and round up.
With bone folder, score strips at 2-inch intervals; accordion-fold to create squares.
Measure 1/2 inch up and 1/2 inch in from bottom right corner. Connect marks with pencil; cut along line to remove corner. Repeat on bottom left.
Punch holes 1/4 inch up from bottom center of squares. Unfold.
To attach tiers, glue end of 1 strip to corner of shade, aligning bottoms; let dry.
Wrap strip around shade, and attach other end with glue. Trim excess. Repeat, overlapping scallop on strip below. To stagger, trim 1 inch off starting end of every other strip; trim top strip for fit.
