1 tablespoon plus 1 1/2 teaspoons red-wine vinegar
1 1/2 teaspoons coarsely chopped fresh oregano
1 1/2 teaspoons minced garlic
1 1/2 teaspoons finely grated lemon zest
1 1/4 teaspoon coarse salt
1/4 teaspoon crushed red-pepper flakes
1/4 teaspoon freshly ground black pepper
Mix all ingredients together in a medium bowl; let stand at room temperature for 15 minutes before using.
