Using a hand mixer with the beater attachments, beat together meringue powder with 1 cup water until peaks form. Add sugar and continue mixing until smooth. If mixture seems too thick, add water, 1 tablespoon at a time, and mix until desired consistency is reached. If mixture seems too thin, add confectioners' sugar, 1 tablespoon at a time, until desired consistency is reached.

Sorry, maybe it wasn't Martha's Royal Icing recipe. I found one from Foodnetwork that uses 2 Tbsp. fresh egg whites and 2 c. icing sugar. Just make sure to use precautions if using fresh egg whites (not if you're pregnant, compromised immunity, etc.) Check the recipe for instructions. Good luck.
If you can't get meringue powder, Martha also has a recipe for Royal Icing using fresh egg whites that works very well.

This is a good icing recipe for flooding cookies. I added some vanilla and cut the recipe in half -- and I've decorated 50 cookies.
