Actually, while the Manhattan is a variation of the Old Fashioned, the Old Fashioned is made with either a sugar cube or a simple syrup and a splash of soda water and does not have sweet vermouth or a cherry (or any fruit) garnish. Both are, in fact, made with two dashes of bitters.
