Cut a 1 1/4-inch-wide strip from decorative paper with the scalloped rotary blade.
Cut a 1/2-inch-wide strip from card stock with the straight rotary blade.
Accordion-fold the wider strip, using the scallops as a guide for where to place the folds.
Attach the two ends of the accordion-folded strip together with double-sided tape to create a small tube. Flatten the tube to form a circle.
Add a dot of hot glue to the center of the circle to secure in place; place a bottle or other weight on top of the circle to keep it flat.
Make the tails for the medallion by folding the 1/2-inch strip in half at a slight angle. Fold the ends of strip in half lengthwise and snip on the diagonal to make notched ends. Put a dab of hot glue on the fold and glue to the back of the medallion.
Decorate the center of the medallion with a punched starburst circle or another small strip of paper, stamped with letters or numbers.
Add a pin to the back of the medallion by hot-gluing a pin back to a punched starburst circle for stability. Hot glue the circle to the back of the medallion.
