Use thread-wrapped wire to make the wing frame. If wire comes precut, join lengths with floral tape, if necessary. Shape wire into four loops for wing sections; floral-tape ends of each loop together, creating a short stem. Tape the four stems together at center of wings.
For each wing section, cut two pieces of black crepe using wire frame as pattern but adding 1/4 inch all around. Rub glue stick on the edge of one piece of crepe, and place wire frame on glued area.
Apply glue to second piece of crepe, and place it on top, sandwiching wire between paper. Repeat for remaining three sections. Trim excess paper around edges of wings. Cut out shapes to decorate wings; affix them with glue stick. To make straps, stitch the end of a length of black velvet ribbon around center of the wings (hiding any remaining floral tape); repeat with a second length of ribbon.
Hold wings in place on wearer; run the ribbons over shoulders and around to back. Attach Velcro dots to ribbons at the point where they meet; trim excess.
To make antennae, twist center of a 20-inch length of wire around middle of a plain plastic headband several times, leaving ends pointing up. To cover wire, cut two 3-by-14-inch strips of crepe with grain running along length. Fold up 1 inch from end, then fold two more times. Roll up strip lengthwise, starting just above the folded end. Twist paper loosely, and slip it over a wire; twist tightly. Repeat with second wire. Wrap a strip of crepe paper around headband, gluing it at each end.
