What kind of paper were you using

I bought the glitter set of the fine glitters and was attempting to glitter some valentines day cards, but the glitter is so fine that it seems to stick all over the paper and doesn't shake off. It clung to the paper (and everything else), even on the places that didn't have glue.

Any ideas on how to prevent this?
