I think the brand name is Tyvek, it is frequently used as "house wrap", to provide a water barrier for the frame of a house. It is often found at stores like Home Depot or Lowes, but sometimes has the brand name printed on one side. Perhpas your could just glue two sides together so that you can't see the print? Good luck!
I made these a few years ago but purchased pre-cut foam snowflakes; also some wooden ones but the foam was cheaper. I tie them together with heavy fishing line. They still look great!!

Took me a few tries to figure out how to fold this correctly, but the trick is after folding your square into a rectangle, is to fold the paper into a triangle of thirds with the creased edge as the point. Weatherproof paper is extremely expensive. I would follow the directions here,,using something like white construction paper or similar. Use a white candle to wax the paper....The Snowflakes are simple to cut out...1st graders know how to do it.....
